
UP Population Bill Draft adopt two child norm
UP Population Bill Draft to make citizens adopt the two-child norm in the state. According to Uttar Pradesh State Law Commission ( UPSLC ) website, State Law Commission, UP prepared a draft to control, stabilization and welfare of the population of the state. To improve the draft bill people have been invited to give their suggestions and a State population Fund is constituted to implement this act. According to the draft bill UP has limited ecological and economical resources. It is important to provide basic necessities of human life like affordable food, safe drinking water, proper housing, access to quality education, livelihood opportunities, electricity/power for domestic consumption and a secure living is accessible to all citizens. Public servants who adopt the two-child policy will get two additional increments during their service, maternity/paternity leave of 12 months, will full salary + allowances, and 3 percent in the employer’s contribution fund under the national pension scheme. A person who will violate the two-child policy in Uttar Pradesh will be prohibited from contesting local body elections, getting promotions and applying for govt jobs, and receiving any kind of govt subsidy. Listing the government’s duties the draft bill says that maternity centers will be established at every primary health center. Centers and NGOs will distribute contraceptive pills, condoms, etc. Through community health workers awareness about family planning methods will be spread and they will also ensure mandatory registration of pregnancy, deliveries, births, and deaths in the state. As per the draft bill, govt will introduce population control as a compulsory subject in all secondary schools.
